Is there a group dealing with the pros and cons of each of these OS's?
The pricing of Win7, announced by Microsoft today, reveals that non-US
buyers will be paying 100% more in most cases. What will prevent anyone
importing their copy from the US?

Nothing, provided the product is not restricted by the origin country's
export laws (which is not in this case) and by the destination country's
    import laws.

Some larger application publishers have been providing a centralized online
store for worldwide customers (under compliance of previously stated two
laws) to purchase a downloaded version. The only possible adverse effect is
the cannibalization for the local sales, but it's much easier and convenient
than setting up different local online stores, so it's a trade-off.

It's the buyer who needs to consider cost and convenience involved in what's
usually called as parallel-import, and some after-sales support will not be
warranted in countries where the product is not being sold.

In the case of your original question about Windows 7, if I read it
correctly, in some European countries, an upgrade price will be offered for
the full version, and the reason for that is that they (MS) have not fully
tested the upgrade/in-place installation scenarios for those countries and
don't want to delay the release, and I guess, also considered the
parallel-import issues. So it seems to be a balanced call - but just my own
    guess.

Hope this helps and good luck.

MS have claimed Win 7 released to the EU will not be sold as an upgrade
version due to problems in creating an EU upgrade version that doesn't
contain IE, but since you are in Aus that shouldn't affect you. Of course
the EU anti competitive commission has made a complete pigs ear in there
ruling regarding IE as a result of the Opera complaint, after all FF
succeeded in getting a high market share without haveing to resort to
    dubious legal complaints.
The EU commission has of course dissmissed the MS Win 7 upgrade decission,
claiming MS should release a version, that on installation, should offer you
a choice of which browser to install.
In the past the english language version of Win has not being country
specific, I dont believe Win 7 to be any different, so there will be nothing
to stop you buying in the US

Why? Win 7 is just Vista regurgitated with a different name.

I don't care if they call Windows 7 DOS. It is fast and works great on my
computer. Networking and printing was a snap. File copying is fast.
Programs load fast and it's a pleasure to use.

Is that pricing due to Microsoft of the destination country's taxes?
Here in the US we enjoy a relatively low level of consumption taxes -
other countries especially those in the EU don't.
I honestly thing the EU nations want their citizens in the Dark Ages.

In that case, might as well wait until SP3 or so and the vendors have had
the time to test their stuff on it. For your average users, best to run
what came with the thing. By the time it is old, change then. Not everyone
is a MS fanboy and going to stand in line to get a copy, it isn't 1995...
    and the horid MS-Windows 3.1.

In car terms, it is like changing your motor on a newer car when you don't
need too. Ditto MS-Windows, if you have Vista and it came with Vista, there
is no reason to change it. Win 7 looks the same, runs the same, same, same,
same. Get Win 7 when the laptop dies or the desktop dies. In fact, Win 7
    could be called Vista SP3.

GST/VAT/sales tax or whatever is 10% in Oz, 17.5% in the UK so the finger
points at M in this case. But Aussies get ripped off royally with anything
to do with IT and other consumer products, and even allowing for a small
population base there is no acceptable explanation for it. Increasingly I
find I can make big savings by importing stuff.
About the EU, don't forget. someone has to pay for the HUGE cost of EU
bureaucracy. It makes the present UK M.P.s expenses scandal look like a
minor petty cash fiddle to see what the EU gravy train dishes out
    officially. B

Yes, the Eu is utterly disgusting; in the extreme. I can't believe
those people put up with it. I like how in Italy in new construction
the heat gets turned off during the night.
That's their cure for that fictional thing called global warming?
I honestly think the EU's ultimate goal is to dispose of private
property rights in the long run.
