Ok, well i'm a little confused. So if im going from an ATI radeon graphics card to another better ATI radeon graphics card, do i need to uninstall and reinstall the drivers for it, or can i just keep them and update them?

It may well be that the drivers are shared by the two cards but even if so you really should uninstall the old card, install the new drivers and then the card.
