This always used to work flawlessly. I have no clue what's changed.
I have noticed most people seemt to have problems with the power
options, when they change turn off display to NEVER it reverts back to
turn off displayer after 20 minutes. However my problem is the opposite,
I want the monitor to turn off the display and then eventually go to
sleep/hibernate as it once did, but after the allocated time all the
    options turn back to NEVER.
As I said this always worked perfectly before, whats changed?

If you are using a Custom Power Plan DELETE it.

SET ALL settings to NEVER in ALL the standard
    options.

    POWER OFF REBOOT

Go back in and SET to what you want them to be.

Then Check the settings in Advanced Power Settings in each of the
    standard settings. Pick one.

Then so same if you want to create a Custom Power settings.
