    Maybe that's because those programs were designed to run on those operating
    systems, but who knows since you tell us nothing to start from.

    My debugger won't run properly.
    When I can get that working, then I can post more details.

    How can I access security policies in the Home Edition?

    Which debugger ?
    It is highly likely that you will need a specific x64 debugger or at least
    one that is x64 aware.

    As regards Home Edition and security policies you really are not use the
    best product for a professional development environment.
    Home (Premium) Edition does not support the use of the MMC tool available on
    the "higher" editions. If you want to edit security policies on Home
    (Premium) Edition you will need to edit the appropriate registry settings.

    The program was written using Microsoft's own compiler and linker.
    It should continue to work.

    Windows®. Emphasis on binary code analysis makes it particularly useful in
    cases where source is unavailable. OllyDbg is a shareware


    So it is a specific 32-bit product and is low level - it is highly likely
    this may not be supported on the x64 editions of Windows.
    It is also shareware so probably not a professional level quality tool that
    I would use for commercial software development.

    As regards using the registry editor to change the security policy
    settings - it entirely depends on what polices etc you wish to change.
    Start using a search engine such as
