Haven't the faintest idea what you're referring to.

  3. We have to know what program is throwing up the toolbar before we can help
you. It is not a normal part of a Vista install but is likely placed there
    by some other program.

Help us to help you. Do a bit of research to determine it's source.

I have seen such a custom tool bar on some DELL computers (called a docking bar) and some ACER computers (forgot the name).
This is not part of Windows, but rather part of the "crapware" computer manufactures put on.

If the OP will give brand and model of the the computer, we might guess better.

    Dunno exactly what you're asking.

Are you talking about the Start Menu taskbar which stays at the bottom
    of the screen?

Can you get a screen shot so we can see what you are talking about?

The task bar that is displayed at the top center of the screen, I think
the technical name is "Dell Dock". Its gone - where did it go?

I am using a Dell laptop.
What Dell Dock ? My Task Bar is located at the Bottom of the screen, and
there isn't another name for task bar.
Can you show us with a screenshot ?

  15. No I can not show you a screen shot of Dell Dock. I don't have a Dell. Mine
is home built. You can try to reply to the person who wrote the original
    post.

How much time do you waste returning things to shops, calling the
manufacturer, etc, when the solutions only takes seconds??

  20. None at all. But by the way the O/P was talking he is a bit shy on computer
knowledge and would benefit going direct to the horses mouth.
