Shift Key Problem

At times my shift key does not activate a question mark when I use the
shift and the other relevant key. Rather a capital E with an accent
over it keeps coming up, as if I have reverted to the French language.
Also at times in email I can not achieve an @ when trying to use the
shift key and related other key. What is going on and what do I need to
do to make this stop when it occurs? I have noticed that when I shut
down the system and restart, the error seems to be corrected.

Check within the keyboard settings and set the language switch to ALT+SHIFT
and that should fix it.
