    I know this is a latecoming reply, but I am trying to slipstream
    something into the general knowledgebase about Windows Fax Service. In
    trying to solve my own problems with it, I found a lot of discussion, a
    lot of misinformation and even more confusion.

    The bottom line is that Windows Fax Service will indeed work with
    multiple modems - but they CANNOT be WinModems. You can install two,
    three, four modems, but if even one of them is an OS-controlled winmodem
    you will get erratic operation with only one functioning modem at a
    time.

    I have discovered that it's very difficult to tell a winmodem from a
    true controller-based modem like we used to have - the winmodem term is
    no longer used and the package specs are quite vague. It's pretty
    simple, though - a true controller-based modem will trumpet that feature
    prominently, will specify operating systems other than late editions of
    Windows (typically, Linux), and (unfortunately) will cost 2-3 times as
    much as the bottom level of winmodems - right now, about $50-60 instead
    of $15-25.

    I have Win 2003 x64 Enterprise happily working away with two USR
    internal Pro Modems, after a week of hair-tearing trying to get Win Fax
    Service to work with more than one (win)modem... and finally figuring it
    out. I believe that all late versions of Windows, XP Pro forward, will
    also support multiple TRUE CONTROLLER BASED MODEMS under Windows Fax.
