    If the issue is INTERNET Explorer windows, this worked for me:

    1. open an IE window.
    2. open a new window (CTL + N or "New Window" in Page tab).
    3. resize the new window as desired.
    4. open another new window. It should be the desired size. If not, loop
    back to instruction #3.
    5. when a new window is the desired size, you are finished. Close all
    windows via "X". Next time you open IE, it will be the desired size.
