Missing tablet input panel Vista Business

    The tablet input panel on my Toshiba Portege M400 is missing. Pen functions
    are active but the input panel does not appear. The laptop came with Vista
    Business pre-installed but Toshiba technical support does not know how to
    re-enable the panel. Any ideas?

    According to services.msc Tablet PC Input Service and SL UI Notification
    Service are running.
