So maybe you're setup with a MS account as opposed to a local account. Let's check.
    Go to Settings / Accounts
Does your Your info show Local account as mine does?
I'm set up with a Local account. Note the option below that asks if I want to sign in with a Microsoft account instead.
Do you see the option to sign in with a Microsoft account instead?

I can only tell you what I see and understand and that is why you do not have much to go on.
Yes, this is what I have said all along. I do not use a local password nor do use a Microsoft password!

Not sure if I know what you mean by "gone through" the options but yes I have looked at them. I have it set up the way I want it.

I mean that I have never used Microsoft on this version of Windows I now have. I do not use One Drive. Likewise, I have not sync'd anything. Nor do I know which apps need a Microsoft Account to function. As far as email is concerned I use Gmail Juno, and Yahoo.
Yes to both questions. I am using an Admin Account and it is set to local account.

    Thank You.

Yes, it is set to local account. Yes, I do see the "Sign in with Microsoft account instead" there in the account settings but I never use it.
    Thanks.

Ok, let's try again and see if we can get a bit more info on this.
You have never said if this has just started or if this has always been the case.
Also, how long have you been using Win10 on this m/c ?
Was it a fresh install or an upgrade from a previous install?
    You also say ..
But have you ever used it?
If not .... this can be a cause of the problem.
    As I mentioned before...
Whether you use the apps or not is irrelevant ... they are on the system and MS will need to update them as and when.
There seems to be lots of these cases on the net and no proper answer to the problem.
If this was happening to me .... I'd change the login option to use a MS account. .... login in ...... then change it back to login with a Local Account.
This would reset any problem that may have happened and would may sure that the device has been verified for the account that is being used.

Now that the question has been asked, and I understand that it is relevant, It is a fresh installation after having work done on my PC. I do not know what an m/c is, but I have been using Win 10 on this machine for several years.
No, I don't believe I have on this version of Win 10.

Ok fine, I will try that and get back to you.
    Thank You.

I have done as you suggested and a new sign in pop up has appeared. See attached.

Good, Go ahead and sign in. Once you're signed in, go Settings / Accounts and change to a Local Account.

This log in prompt is a different log in prompt from the first one. I was in Local Administrator at the time, had already gone through the log in sequence and changed back to local admin.

I went through the MS login in procedure again and then went back to the local admin again. Will advise if I keep seeing any login pop up.

We'll see. I did notice how the login window changed to include your email address. You must have used your email address as your user name for the MS account at some point.

When you set up a Windows 10 computer, you're asked to use a MS account. You enter a username (an email address) and you're asked for a password. MS makes it difficult to set them up with a local account, instead of a MS account. Windows 11 is even harder to skip the MS account.

So I went through the process again and got the same login pop up. This time I tried signing in from that popup, but it never did work,, just kept spinning and spinning so I x'd out of it. Of course ms asks for the email address and I gave it, had to. Still have the problem.

So you haven't been able to log into the MS account. You did enter your password, didn't you?

No that is not what I said. I can log into the ms account if I change the login from local to log in to ms account. What I said was, I could not log in using that new "pop up" on my desk top. It kept spinning. That's all.
Apparently this cannot be stopped and is some built in ms structure on Windows. If it is due to an app I have on my system that Windows must update, I would delete that app if I knew what it was.

The problem there is that this would include most of what comes with Win10.

Well then I guess nothing can be done and Microsoft controls everything! Although, I did not get a log in pop up this am, but I did get a popup survey asking me to rate the Windows "Volume Contro"l of all things.
