IE Won't Load Websites

    Hello All,
    Everytime i try to browse to ANY web site using Internet Explorer 7 on
    Windows Vista it brings up a save dialog box asking me if I want to save
    open or cancel, if I try to open it, it simply opens to a blank white
    page I have tried reseting the following registry keys

    I tried upgrading to IE 8 in hopes that it would somehow Resolve the
    issue and then removing IE 8 I have tried uninstalling every program I
    can think of that might of conflicted with IE, but all with no success.
    All other browsers work perfectly fine.

    I'm running Windows Vista SP2 32BIT with Internet Explorer 7. Any help
    would be greatly appreciated!!!
