This would be a question better asked of the computer's manufacturer,
as different OEMs use different recovery methods/mechanisms.

I can only speak for the HP machines. You will be notified that the recovery
DVDs or CDs can only be created once. You should do so because the Recovery
partition is just that, a partition of the C: drive and will fail at the
same time. The fee is about $30 to have HP send new ones.

HP have also been known to supply the recovery discs for free if, for
example, the recovery discs cannot be created for some reason. Creating the
recovery discs doesn't affect the functionality of the recovery partition or
the software/driver recovery utility. The recovery partition is probably
most often made inoperable when people repartition the hardrive , change the
installed OS or set up dual-booting without due care. Flashing the
motherboard BIOS with a non-HP update will do it too.

Basically he will have it especially when he follow the instruction in the
manual to create recovery disc. He can try restore factory default or use
some tools to see whether recovery partition is there and working fine after
the creation of recovery disc. If something did happen, he can get the
support of the manufacture of the machine to restore it.
