My new computer has a SATA HDD and im trying to put in an old IDE HDD
but when I hook it up I get get a blank screen after the BIOS loads for
about 5minutes and then windows finally loads. When I do get into
Windows (Vista x64) it doesn't see the drive until i go into Disk
Management and rescan disk 2-3 times, then it doesn't see its partitions
until i scan again, and then it freezes my whole computer and i have to
hit the reset button on my case.

The IDE cable is also hooked up to a DVD drive, I don't know if thats a
    problem or not.
Also are their IDE to SATA adapters?

You should probably check the jumper settings on the DVD and IDE hard drive.
You could go with cable select (CS) on both drives. This is the simplest
setup, but compatibility is not guaranteed. There's master/slave
configurations, but check your hard drive manual. Some require an extra
jumper to tell it you have a slave connected, especially on older drives.
Most of the newer drives just have single (sometimes same as master),
master, slave jumper setting. No need for slave attached.

They do make PATA to SATA adapters.

I've never used one, so I can't tell you how well they work.

There is also the SATA to USB adapter/cases, if you want to go that route.
No fiddling with master/slave/cable select/slave attached jumper settings.

Would I have to set both the DVD and hard drive to CS? because I don't
think I have any jumpers for the DVD drive

I have a small jar full of jumpers... wish I could give you some.

Yes, both have to be jumpered as CS. CS doesn't always work right and it may take more than one try, so keep trying.

I found a bag of jumpers in my old HDD box (Luckily i don't throw my
boxes away) and its seeing my DVD drive now but its still not seeing my
    second HDD.
Even when i rescan disk now it doesn't show up.

What do you mean it doesn't always work right? What should I keep
    trying.
    Thanks for the help.

The best way is always to set the device manually - the IDE ribbon that is attached to the MOBO the furthest end of the cable from the MOBO is the MASTER and the middle one is SLAVE - set the back of your drives to mirror this.

SATA drives are all Master drives by default -
You should have jumper in any old HDD (IDE) or old optical device - for now just take one from one those and test it.

    Naming...
First of all, before you go any further on this, you should check out your
PATA (IDE) HDD with the diagnostic utility that's generally available from
the disk's manufacturer. There's a strong possibility you may simply be
dealing with a defective HDD and that is what's causing your problem.

While this may be some jumper configuration problem as some responders have
mentioned, it's possible, but unlikely. I assume you know how to
    jumper/connect that PATA HDD.

I'm assuming that with the "problem" HDD disconnected from the system you
have absolutely no problem booting to the OS and the system functions
without any problems. So that the problem you're experiencing is *solely*
with the PATA HDD device recognition

Assuming the PATA HDD checks out OK, disconnect the DVD optical drive from
the system and connect only the HDD to the IDE channel as the Master device.
If you have another IDE data cable, try that as well. Also, if the
motherboard is equipped with two IDE channels, try connecting the PATA HDD
to the other channel as well.

Forget about using an IDE to SATA "adapter". That is not relevant to the
    problem you're experiencing.

What's the make and model of your hard drive?

Is it being detect in BIOS?

Did you double check the cables?

If you can't see it in BIOS, try disconnecting the DVD drive.

If you can't see it in the BIOS, it's unlikely Windows will either.

That's swell Namingishard. Mind telling us what caused the problem you had
been experiencing and how you "got it working"?

Of course, sorry I was in a rush before to get all my bookmarks and what
    not imported.
Setting them both to cable select worked. When i opened it up one of
the cables were loose(Even though im 99% sure i checked em the last
    time).
