I haven't done it yet. the only reason i was going to is i read there is a repair option on most of these disks. i don't want to lose it. it took a long time to find the things i have saved on there. the disks i have are the ones that came with the laptop when it was bought new. my girl got it new so i'm the second person to own it. i have the application, the drivers and utilites and operating system disks. if i'm wrong please tell me. i don't want to lose the things on the hard drive.
i'm running malwarebytes on it right now.

You can use a Windows disk often times to repair Windows but restore disks wipe the hard drive. Whether they are ones you made when you first had the pc or they are mfgr disks they must wipe the hard drive to work so backup everything that matters first to an external usb drive or flash drives or burn to dvd before using. If they are the disks you made after you first setup the pc, they selodom work anyway but are worth a try after copying out whatever is important to you on the hard drive.

OK malwarebytes found nothing and to me that's good. i did a restart after malwarebytes finished and i did get the desktop but it took almost 5 minutes to show up with all the icons. so would that mean the startup order is messed up in some way?

No at this point I am at a loss but I suspect something damaged Windows and that is what happens when we just run all kinds of scans
and utilities with no real plan. You need to reinstall Windows.

That may be so. First other avenues should be explored first. IMO
At least let Kenny have a quick look.
