ME TOO !! although with Office 2003. 800700643 refers to the "Office Source
Engine" Changing the service setting to "automatic(delayed start)" and
restarting the service makes no difference Tried changing the BITS for error
80246007 to automatic (delayed start), I still get these errors. Also tried
downloading the KBxxxxxx files to do a manual install, but this only gave the
    install engine a hernia.

Perhaps Office 2003 is not fully compatibale with VISTA ???

I was finally able to get an answer from Microsoft. Here is their solution.
I have done it and it did correct the problem of the update failing to
    install.
I let them know that this really seemed to be a Microsoft issue, since there
are so many of us having the same problem. At least I don't have to be
frustrated every day with the update failing to install. This fix is posted
around the discussions but this actually came from Microsoft support.
    Good Luck everyone.

Step 1: Download Microsoft Windows Installer CleanUp utility
    ====================================
    1. Visit:

    2. Save the file to your computer.
    3. Right click "msicuu2.exe", click "Run as administrator" and follow the
wizard to install this tool on your computer.

    Step 2: Remove .NET Framework
    ========================
    1. Click Start ->All Programs->Windows Installer Clean Up, click Allow.
    2. See if you can find .Net Framework software. If so, remove them.

After that, please restart the computer and perform the following
suggestions to reinstall .NET framework 1.1 and the updates for it.

Step 3: Install .NET Framework 1.1 Redistributable Package and related updates
    ==================================================
    1. Please download the Microsoft .NET Framework Version 1.1 Redistributable
Package from the following link and save it to the C drive (C:\)

    1) Microsoft .NET Framework Version 1.1 Redistributable Package

    2) Microsoft .NET Framework 1.1 Service Pack 1

    3) Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1
    (KB928366)

    4) .NET Framework 1.1 Service Pack 1 SYSTEM.WEB.DLL and MSCOREE.DLL Security
    Update for Windows Vista (KB929729)

I have XP Home SP2 and have tried to download .NET Framework via windows
update and from the dowload page but which ever version I try I get error
duing installation. Since I am installing for the first time there is no old
version as in the solutions of MS. All other updates work. I have followed
this and other threads and the articles of MS knowledge database, but none of
    them produce a solution.
Please can you find a final solution to this unending problem.

Did you follow all of the steps in Debbie's post to the letter? I did and her
fix worked great. Sounds like you have something else going on with your
system or maybe you missed a step.

Is there a less complicated solution? The update seems like its critical one
to have, why is not Microsoft more involved?

    RE: WindowsUpdate_00000643 WindowsUpdate_dt000 - success!!!

I am not sure about any external product dependencies, but it looks like on
Vista, the .NET updates are very picky about the user which installs the
update. I had tried installing the problematic patch KB929729 as a domain
user through Automatic Updates (check if you are local or domain user) and
encountered the problem. I tried downloading the patch executable to a local
drive and running it with "Run as Administrator" under the same domain user
but still with no success. Finally I logged in as the local Administrator
account (You have to enable it on Vista, since by default it is disabled),
and I installed KB928366 and KB929729 (per one of the posts above in the
thread) manually. It worked with no problems at all and I did not use the
    Cleanup utility.
