I was playing a video game on my computer when it went to a black screen. After the black screen stayed there for about 5 minutes I manually restarted my computer. It goes to the Windows Error Recovery screen and asks me to Launch Startup Repair or Start Windows Regularly. I have launched startup repair and it goes to a blue screen with an aura at the top and flashes a black cmd screen for about 1 second then disappears. I have tried f8 and all of the commands on that screen and it just goes to the windows flag and says starting windows but it will sit there for literally hours without any progress. (I'm on a separate computer because I can't even log onto my laptop).

If you are getting a blue screen that disappears quickly go back to F8 (Advanced Boot Options) and select "Disable Automatic Restart on System Failure".

If you are in fact getting a blue screen (BSOD) it will remain on the monitor and you can tell us what it says. Really just the code and any specific information we know what the rest says. :)

It's not the BSOD. It's like a generic blue background that has an aura at the top and it changed the resolution of my mouse. The cmd screen is not legible because it literally stays there for about half a second. I have selected "Disable Automatic Restart on System Failure" and it goes to the Starting Windows page and loads the windows flag and recreates the problem of it sitting at that screen for hours upon hours.

Can you tell us the make and model of your laptop please?

I don't see a cursor/mouse on the pic you link to...Do you have use of the mouse on the generic blue screen? If you do, right click and see if you get a menu.
