    Hi cmncz8969. Welcome to CHF.

This looks like Rogue AntiSpyware. Don't agree to anything.

Run your AV and AntiVirus programs, preferably in safe mode, Tapping F8 on Start up.

    Report back,and post Logs.Thanks.

Copy this script file and save it as help.reg
    Code:
    Windows Registry Editor Version 5.00

    [-HKEY_CURRENT_USER\Software\Classes\.exe\shell\open\command]

    [-HKEY_CURRENT_USER\Software\Classes\secfile\shell\open\command]

    [-HKEY_CLASSES_ROOT\.exe\shell\open\command]

    [HKEY_CLASSES_ROOT\.exe]
    @="exefile"
    "Content Type"="application/x-msdownload"

    [-HKEY_CLASSES_ROOT\secfile]

    Download MalwareBytes from here:
    Code:
    http://www.malwarebytes.org/mbam.php
if you have a problem installing it, just change the name from MBAM.exe to CHF.exe and try again. Make sure you update it but dont run it yet.

Make sure the scareware (Win7 Internet Security) is running, just click on any exe file and that should start it then double click on the help.reg file you created and chose 'Yes' to merge it into your registry.
Now run Malwarebytes and remove all it finds.
You should now be clean of the scareware.

The advice that Alan has given should be sufficient to break the malwares hold on your system.

If you have any problems copying and saving the script, you can download a copy from FixExe.reg
Use another computer to download it on to and then transfer the file to the infected m/c using a usb stick.

When MBAM has finished, a log report will open in Notepad and you may be prompted to restart your computer.
The log is automatically saved and can be viewed by clicking the Logs tab in MBAM.
Copy and paste the contents of that report in your next reply.

Just a note: If the solution suggested by Alan above does not resolve the problem (Please post the log report requested by Starbuck ) this will be moved to the Malware removal forum for further action.
