My budget is $200, i want a computer that has anything above opengl 3.3 on it, right out of the box. with windows 7 operating system. Dinosuar or not, those two things are all\\\ all i care about. Does anyone have any recommendations? Thank you for your time.

Not possible. A good Graphics card alone that supports DirectX open GL 3.3 or better properly, is worth more than what you have to spend on a New Computer, or even a refurbished Computer, and Windows7 as well, out of the box all for $200. Not likely.

Your budget is $200. I feel this in nothing more than a pipe dream.:)
Come back when you have saved $500 and then we will find a Computer (refurbished) that will play Fallout4 at reasonable FPS.

The OS limitation for the card selected is 350 Watts.
The Refurbished Computer you have selected only has a 300Watt PSU
So for starters you would need to buy a stronger PSU.

Just had a look and the Dell Inspiron 3650 Desktop you linked to, has a non std PSU so that's going to be a pain sourcing a higher Wattage PSU.
