I have 2 operators who need remote access and the abiity to run scheduled
jobs on a W2003 server. I have added their usernames into the Remote desktop
Users group and the Backup Operators group, which allows them to login but
denies access to the Scheduled tasks.
What permissions does a non-admin user require to access and run scheduled
    tasks?

  2. Probably Server Operators group.. or you can create custom group with
specific delegation rights to run the task
