    That Icon is not for a network it is a battery warning for a laptop. Are you working off a battery or is it plugged in?

    It looks like the computer is failing to recognise your connection to the internet, I assume all is well when you browse websites but the network icon just gets stuck with the blue circle?

    This could be a system process or software program you have installed causing the Ethernet or Wireless card to show as busy, could you list any programs you have that possibly access the internet (other than web browsers) for example Anti-Virus or Firewalls?

    Do you have any idea what you updated or did before the network started doing that?

    Also do you have both an ethernet port plugged into the router/modem as well as a Wireless card enabled?

    Two other things that come to mind as well would be old drivers for your network adapter, so if you could list your network devices, you can do this as follows;

    Start > Control Panel > Hardware and Sound > Device Manager > Click drop down for 'Network Adapters' (list us the devices in that)

    It could possibly be your router not properly responding or assigning your computer an IP address, but shouldn't bother about this for now try to answer the questions above and we'll take it from there.

    It seems to me that you may not be having a problem at all. Click on the little arrow next to your taskbar and find the corresponding icon it is the power icon and set it to "notifications only" see if that makes it go away. It almost appears as if it thinks it is a laptop.
