    HTTP ERROR 401.3 - UNAUTHORIZED
*You do not have permission to view this directory or page because of
the access control list (ACL) configuration or encryption settings for
this resource on the Web server.*

I cannot seem to find out what to do about this - Added NETWORK
SERVICE and IIS_IUSRS to Security tab of the virtual directory. Cannot
find any relevant info on this when doing a search. Have no idea what
    it is looking for.

Added EVERYONE to the Permissions on the Virtual Directory and that
resolved the error in a way that does not really explain what it was
looking for - sure would like to know what user it was trying to use
that generated this error. One other note when setting up .net
applications with the new IIS manager, also had to change the
Application Pool in Basic Settings to Classic .Net AppPool.
