Server 2003 console issue

I have an issue which has been nagging me for a few months now. We have a
Server 2003 Standard. Randomly when I go to the console to log in all I get
is a blank screen with blue background (NOT the BSOD), and the mouse arrow.
The mouse arrow moves around just fine. No matter what I do I cannot get the
desktop or logon prompt up. Even Ctrl-Alt-Del does nothing. I can log in to
the server through rdp just fine. When I go to Terminal Services Manager I
can see the Administrator logged on to the console session. I try a remote
logoff and it does not work. I get the following error:

    Session (ID 0) reset failed
(Error 31 - A device attached to the system is not functioning.)

The ONLY way that I have been able to restore the console session is to
reboot the server. This is becoming VERY inconvenient. Does anyone have any
    suggestions? Thanks.

  2. Perhaps something is wrong with your profile.

Try to create another user account and make it a member of:
    - Administrators
    - Domain Admins (if your server is in domain).

Log on with the new admin account.

If everything works OK, save important data from your old profile
(certificates-if any, desktop, documents etc) and delete the old profile on
    the problem server.

If this is what I'm thinking it is, it is as if the system is up and
running (some services may or may not be responding like expected) but
there is no shell (explorer.exe) or login screen. It's as if all you
see is the simple blue / gray background with the mouse cursor. So you
know that the video card is working with correct driver and that the
monitor is in fact showing things correctly and that it is just that
there is nothing of any value to show up. I usually consider this to be
the server sitting there with glazed eyes and it's mouth open drooling
just before it falls over on it's face.

I've run in to this a few times in the past and it has always been a
symptom of a much larger issue, usually a failing drive, bad memory,
full system volume, etc. Once I've resolved the underlying issue the
symptom went away. In the cases that I had, I could pres and release
the power button to get the system to do a graceful shut down.
