Assuming IE7 or IE8:

1. Does the behavior persist if you start IE in No Add-ons mode? To start
IE in No Add-ons mode:

=> Right-click on the blue IE desktop icon and select Start without
Add-ons; or

=> Start | (All) Programs | Accessories | System Tools | Internet
Explorer (No add-ons).

Re: Recent MS update causes IIS to serve simple web page VERY SLOW(20 seconds)

If you have clean evidence that Microsoft updates broke IIS, just
contact Microsoft PSS to report the issue and obtain any supported
fixes for free.

All software patches carry risk of regressions -- it is created by
humans who can clearly make mistakes. Microsoft has an interest in
reducing regressions because every such patch costs at least $100K USD
-- so it is in your best interest to report it to Microsoft and make
them pay for their mistake.

I do not think venting is an effective strategy since it does not
inform Microsoft to fix any regressions nor incur addition costs, yet
you still remain affected by the regression. Venting frustration is
all good and fine, but I like it better when I vent AND get what I
want.

The only two patches that look remotely related to IIS (indirectly)
are KB956572 and KB960803. It may be possible that your remote
monitoring client uses WinHTTP and is affected by 960803.

Re: Recent MS update causes IIS to serve simple web page VERY SLOW(20 seconds)

They cannot test for every nuance. I've had to pull off one of the two
09-012 patches for impact on my web site.

They do not have "your" code and thus "you" need to test on your setup
and approve them.
