Paging problem

I have a W2K3 32bits Enterprise Ed. Server with 8GB of RAM. The present page
file is set to a total of 12783MB. Eventhough the performance monitor shows a
high level of Memory\Avilable Bytes, the Memory\Pages/sec is also high and
this is slowing down the performance of the system. About 631MB of 12.5GB of
the Page file is being used, but about 400 of page/s are being move to the
physical memory.

What setting have I wrongly implemented? I will expect less paging or pages
being move with such high availability of Physical memory. Only about 34% of
the Physical memory itself is being used.
