Not able to connect to Terminal Server - TS License not applicable

    I have windows 2003 Server SP2 with Terminal Services installed.
    Connected to windows 2008 Server domain controller ( PDC ), and there are
    two other BDC.
    Before couple of month we installed windows 2008 and moved DC 5 roles from
    windows 2000 Server domain controller to new 2008 Server
    Before couple of days, we experienced a problem that two users are not able
    to connect to the server using Remote desktop.
    One of them experience an error :
    Windows can’t connect to the domain, either because the domain controller is
    down or otherwise unavailable, or because your computer account was not
    found. Please try again later. If this message continues to appear, contact
    your system administrator for assistance
    One user, access is denied, couples of them are able to connect but not able
    to able to access the map drive. ( if we used IP address, we are able to
    connect to shared folders ).
    Others connected without any problem.

    After hours of investigation, I found something strange on Terminal service
    Licensing, I found “NOT Applicable” ( Issued Column ) beside windows 2003
    Server – Terminal Server Per User CAL Token.
    I am not sure who to fix this issue, users are still complaining about above
    issues.
    BTW, the users are able to connect to other servers without any problem,
    also I have Symantec End point installed on the server for a long time
    Could someone help me with that.

    The reason you are getting 'Not Applicable' for Per User licensing is by
    design.
    So, I don't think so that the issue is on licensing front.

    Can you please check the Events on the TS and license server?
