msiexec very slow - max 25% CPU

when installing updates on one of our win 2K3 servers (R2, SP2), the msiexec
process always takes a very long time to complete. while other servers update
in about 5 minutes, this one takes somewhere between 30min and 1 hour. when
looking in task manager the msiexec process only goes up to 25% of CPU and
    never exceeds this.
the hardware is an Intel Xeon quadcore E5335 2GHz cpu with 4GB ram.
the server hosts a range of applications, among them sql server 2005 and
some IIS intranet webpages (ie.our helpdesk - spiceworks). there's plenty of
disk space. SEP 11 is also installed (same on the other servers so don't
think this could be the issue)

    anyone any ideas?

    regards,
    S.
