when I try to run/extract the windows malware removal tool kb
I get the error YOU ARE NOT PERMITTED TO EXECUTE THE FOLLOWING PROGRAM
    c:\.209... \mrtstub.exe. PLEASE CONTACT ADMINISTRATOR...

HOW CAN I INSTALL MALWARE REMOVAL TOOL THEN?

I'm not sure why you want to run this manually - it is a very limited
malware removal tool - but try right-clicking it and from there choose "run
    as Administrator".

Addendum: I see that you multiposted this in the XP general newsgroup, so
that means you probably have XP. The instructions above are for Vista.

Perhaps you should tell us why you are so anxious to run the malware removal
tool and something of the recent history of the computer.
