Message from Windows

    When I go Start> Settings> Control Panel I get this message

    "There was a problem sending the command to the program"

    Another words the control panel dont start. Now if I nav through Windows Explorer to the Control Panel, it will start that way. Has anyone seen this problem?? If so, how can I fix it??
