I too cannot get KB953297 to load.
I got no error message, just that it did not install.
Went to MS trouble page, downloaded Windows Install Clean Up prg.
Removed all .Net Frames as instructed. Rebboted and now cannot reload any
    of the .Net Frame programs.
Is this .Net program really doing anything usefull?

The .NET Framework is what some applications base a lot of things off of.
Video Card software often uses some components of the .NET Framework - along
with some office applications, some random programs, etc. One cannot tell
you remotely without seeing and/or knowing much more about your system than
you have provided - whether or not the .NET Framework is necessary/being
    utilized. ;-)
