If you had the system built return the thing and have them fix the issues.

You are missing some points here and making it hard to help.

    1)  First you seem to want to refuse or state as useless suggestions that are made.
    2)  Of course the CPU is being used or the system would sit there with a blank screen.
    3)  You obviously don't understand how graphics cards work.  You would not be able to play the game at all without the graphics card.  You would have no display at all without the graphics card.  You seem bent on putting down the knowledge here.  I am rather new here myself so may be out of line here.  Any staff member may feel more than free to remove this post.  Since you seem able to judge what suggestions are valid and not would you please enlighten us as to a few specifics...
a )  What rendering system is being used for 3D?
          b )  Same question for 2D?
c )  Is the card set to use Open GL?
d )  What version of DirectX is installed?
e )  What version of DirectX is compatable with the video card?

Don't panic and answer what you can
If you don't know how to check something, ask.
From reading your posts the correct drivers aren't installed yet although you indicated they were in one post.
    This is confusing.
Try and avoid judging our replies as useless as that turns Techies off from helping you.
There is always a reason why these questions are asked even if you don't understand why.
Now have the new drivers been installed correctly or not? :smile2:

Alright, I'm pretty much ready whenever you'd like to tell me what to do next would be great. Considering you're on the other side of the world I have a feeling I might have to wait.. :p

DSTM gave you instructions in Post # 25 to Install Driver Sweeper and remove the old Graphics drivers completely.
    Download Driver Sweeper here...

    http://www.techspot.com/downloads.p...6&evp=32db47643586947b685d0fcff107c17f&file=1

    and install it.
Carefully follow the instructions for proper use listed below. Be sure to reboot the first time in Safe Mode. After using the clean button reboot pc oncemore and install the latest driver for your video card.

Anyway i completely removed my graphics driver using driver sweeper in safe mode restarted and then i installed the newest version, I've gone to check whether my fps has changed, and sadly it has not i still have terrible lag problems even though now i do have less lag in gta 4 now then i did at first, but still as soon as about 8 cars are in front of me i get major lag.
