When ever i start it up it will start up normally but as soon as i get to the
desktop and double click on like maby norton system works it will not load up
in order for stuff to work i need to press CTRL+ALT+DEL then ESC after it
loads up the task manager its kind of weird but i just want to know how to
make it stop doing that i have tried all i can to make it so i do not have to
do that but every time it starts up i have to do that. i have even tried to
scan it with norton and that says there is no virus. so would you consider
this to be normal or is there a way to fix it. maby this is the reason it
has a 56MB ram but it system resorses are 87% free with 2GB left.

    1. "maby" is spelled MAYBE.
    2. Dump Norton, it's garbage.
    3. You can try to do a complete reinstall of Windows over the
    existing one.
    4. If that doesn't solve the problem, save what's important onto
CD/DVD-R's, wipe and partition the drive and reinstall
    everything.
    5. Get a real A/V-anti-malware program(s) and do a scan and then
make a backup (image) of the system partition (C).

This is not normal behavior. Does this only happen on the first program you
try to open, or does it happen on all subsequent ones?
Run Norton's Disk Doctor (set it to auto-fix, if you prefer) and then try
    its SpeedDisk.
Hard to believe 56MB of ram, unless some is being used by the video card.
Common ram sizes are 16,32,64,128,256,512,1GB and so on per stick. It could
be that you have 64MB and the video (built-in) is using 8MB.
If you have a large HDD and it only has 2GB free, that could cause problems.
Even a 20GB HDD should have at least 2GB free.

Ah, did I miss something here... get what to stop???

Okay, MAYBE you meant how do I get my system to load programs properly.

Likely issues may include: registry errors; DLL conflicts; and other
which would require more information from you.

Using the old CTRL/ALT/DEL/ESC routine usually means registry issues
[that may include common/shared DLL entries as well].
However, it might also indicate issues related to your anti-virus
program [checking the files as they are loaded or some other issue].

Norton System Works is an old program which had some issues in the
later stages of the Win98 support cycle. We would also need information
    on versions of programs/applications GENERALLY.

IF this is a recent development, you might want to think about and
include/post any recent installations or upgrades done, such as to your
    browser or anti-virus.

The point is, you didn't give us enough real and viable information to
    provide much help.

*IS THIS AN OFFICIALLY UPDATED Win98 INSTALL or have you installed
    modified files or updates?
