help desk permission for open files

    hello

    we have a windows 2003 file server that the company uses. the help
    desk wants to know what files are open. but the help desk is not and
    cant be a member of administrators. what permissions does the help
    desk need to view computer management/shared folders/open files, or to
    run net files?
