First of all, you should download google earth from their website and not freewarefiles.com. Before you download the proper google earth, go to your control panel FIRST and remove the other version in programs and features. Then click on this link for the proper download.

Were the tests and diagnostics that were offered in the first error dialog actually allowed to run?

While being on-line is needed Google Earth is an application that installs on your machine. As with most graphics oriented applications there are certain minimum requirements.
    Minimum:
    • Operating System: Windows XP and later
    • CPU: Pentium 3, 500Mhz
    • System Memory (RAM): 512MB
    • Hard Disk: 500MB free space
    • Network Speed: 128 Kbits/sec
    • Graphics Card: DirectX9 and 3D capable with 64MB of VRAM
    • Screen: 1024x768, "16-bit High Color" - DirectX 9 (to run in Direct X mode)
    • Mail: Outlook 2007+ is required for email functionality
    Recommended:
    • Operating System: Windows 7 and 8
    • CPU: Pentium 4 2.4GHz+ or AMD 2400xp+
    • System Memory (RAM): 1GB+
    • Hard Disk: 2GB+ free space
    • Network Speed: 768 Kbits/sec
    • Graphics Card: DirectX9 and 3D capable with 256MB of VRAM
    • Screen: 1280x1024, "32-bit True Color"

Not trying to save any day, just adding the requirements to your post which, of course, is the more relevant.

As you stated Google Earth, or any software for that matter, should always be downloaded from the author's site when possible.

Also you would need Flash Player installed.
Except Chrome which has it's own inbuilt Flash Player.
