Frequent & Erratic Cpu Peaks, Freezes

    I have been experiencing freezes that can last anywhere from 1-2 seconds, to 2 minutes.
    Everything freezes, completely. Mouse, screen, audio. My friends tell me when I freeze for longer periods of time, I go offline on Skype. I was watching the resource manager in taskmanager one time, and when I froze the cpu meter reached 100%, while it normally is at 10% idling and 20-25% gaming.

    Windows 7
    G700 Powersupply (Don't remember exact name)
    Processor: AMD Phenom II X6 1065T
    8GB ram (Ram came with computer, thats all i know about it)
    GPU: GTX 550TI
    M-Audio Delta 1010lt soundcard
    Stock mobo, don't know what it is

    I have cleared my registery. I am certain I do not have a virus. I have tried uninstalling my antivirus software. It does not matter what programs are open. It has not started after a certain something happened, like installing my soundcard or putting a certain program on my computer.

    This is extremely frustrating, as I cannot play RTS games, or watch shows with friends over the internet because of this.

    Also, as a side-question while I am here:
    I have recently gotten a new router, and since then I will sometimes lose the ability to communicate with servers, and can not do much more than talk on Skype. (Cannot web browse, can't connect to video game servers etc)
    This only happens to my computer out of the three connected, and usually is fixed when I restart my computer.

    Yes, everything is up to date. I don't know what information you want me to post. I am running on home premium 64 bit if that's what you want.

    As something to check have you tried moving the RAM about in the computer, so take first RAM stick out and then move the second RAM stick between slots (and do the same for the first one as well).

    Those voltages you posted worry me as well, as voltage tolerances are about -/+5%, so your +12v shouldn't be more than about 12.6v (or lower than 11.4v) and the same for the -12v one, which is obviously way too low, this would indicate a faulty PSU.
    This maybe the main cause of your problems, it might possibly have damaged other components, so I would certainly recommend replacing the PSU on those voltages, just to confirm voltages please download SIW (free version at bottom) - http://www.gtopala.com/siw-download.php

    And then go to the 'Sensors' menu down the left hand side and tell us the voltages from there, if the same as your above post then I would definitely get a new PSU for starters.
