    file tampering determinig ?
how can I' determine a files integrity if a computer programmer doesn't
include with his setup install program the digital security certificate or
hash info, how would I' be able to tell if a file had been altered without
    those security measures ?

You have your head well wrapped around the problem of safe hex.

Secure FTP between the two of you is a possible beginning. But
getting the author to provide a hash is great. Even if it's md5.

Otherwise, you have just described the classic poor trust model.

  3. You can't.

Is this a trick question? There is a way, sort-of.
