Enable different desktops and start menus?

I am trying to reverse engineer how this was done. Current TS server is
making available different start menu programs based on group memberships.

    For example.

    app1
    app2
    app3

User belongs to app1group so all he can see is app1. IF we add him to
app2group, he then sees in his start menu app2 as well as app1. If we remove
him from app1group then all he sees in his start menu is app2. I for the
life of me cannot figure out how this was done on this terminal server. I
looked in the default and all users folders and checked permissions on the
start menu items but it all appears default. I cannot see any group policy
restricting application access via software restriction policies. I do not
see a 3rd party application installed that would do this.

Does anyone know how they accomplished this configuration on a Windows 2003
    SP1 Terminal Server?
