Embedded TSWeb without WSS

I have been tasked with creating a new extranet site for my users that
includes using TSWEB style icon's embedded into a web page. I have figured
out how and succesfully tested creating a WSS site that includes TSWeb as a
webpart. However there are some restrictions within WSS and MOSS that make
this the less than preferred method for creating the site. Does anyone know
how to create the equivalent of the TSWeb webpart in a non WSS environment,
can it even be done, am I just to close the screen so that I am missing
something easy? any help is welcome at this point.

Did you take a look at our WebTS product? It gives you a web interface and
once users logon they see only the apps they have access to. Is this what you
are looking for?
