    Jonesboro, Ark is a 'city" of under 68,000 people. It is hardly a place with a highly sophisticated and well trained police force. (Actually I don't really know that.)

    Without knowing far more I would be very hesitant to proclaim anything as impossible nor would I jump to a conclusion that a police officer would be guilty of a homicide without much more information than what CNN is giving us.
