I have installed Terminal Service and Terminal Service Licensing in our
Windows 2000 server but I get an error "This computer can't connect to the
remote computer. Try connect again. If the problem continues, contact the
owner of the remote conputer or your network administrator." when I try to
connect to it by using Remote Desktop Connection from my Windows XP Pro.

I can connect to our Windows server 2003/2008 and another 2000 without any
problem. What is the possible problem?

You need to post much more information, e.g.
    - Are both machines on an internal network?
    - Are firewalls involved?
    - Which port number do you use for your terminal sessions?
    - Can you ping the Win2000 server?
    - Can you telnet from the Win2000 server to itself on that port?
    - Can you telnet from the WinXP machine to the Win2000 server on that port?
