Computer won't turn off completely

    Several weeks ago I had my computer "scrubbed" by a local outfit to remove a persistent virus. They reinstalled Win 7 and I reinstalled my information and programs. Since then, when I use the "Shut Down" button in the Start Menu to turn off the computer the screen goes blank but a "whooshing" sound , like a fan running at high speed or a hard drive really spinning continues until I press and hold the Start button for several seconds.
    Any idea what's preventing the machine from completely shutting down?

    Does the problem occur if you boot in Safe Mode? If so, it may be so trying you have running in the background.

    I think you should reset the bios(setup) to "optimum default settings" as the shop may have accidentally messed up a bios setting so that a fan is still running. Just in case you don't know how to do that we need make and model or hardware to give you an answer here.

    Resetting the bios did not help. System still will not shut down until I press and hold the Start button for several seconds.

    You are tying our hands behind our backs here. This may be hardware or it may be Windows but at this point to provide any real help we need to know make and model of pc and laptop or desktop or the system hardware if custom build before we can give any real help I'm afraid.

    Sorry, I'm not trying to make things difficult for you. I suspect I have a problem with my OS. Perhaps my best move is to wait for Win 10.

    No problem glad to help but if you think upgrading to Windows 10 will fix your problem not only want it, it could well prevent you from upgrading to it. Is there a reason you won't tell us what your computer is or the hardware is because I am done without knowing that anything I would tell you would be meaningless without such knowledge. That is like taking your car in for service and telling the garage to change the freon in your refrigerator.

    I have an ASUS ET2701INKI-B046C all-in-one computer, with Win 7 as the OS.

    Sorry I was frustrated not tired of working on this but we do this to try and help and I had a suspicion which now that I see it an all-in-one isn't right. I think your conclusion is right that it is a Windows or software issue. Let me make a few suggestions and see where we go.

    One thing that shops seldom do when they do reinstalls is to make sure they get all the motherboard drivers but rather accept Windows drivers since that is easier. Since the issue seems to have something to do with what they did I would bet we can fix this and what I was worried about is the free Windows 10 from Microsoft is an upgrade and upgrades are difficult enough if the system is perfect but when it is not, things could get worse or the install may not take at all so we should fix this before Windows 10. Ideally you should do a reinstall of Windows so if you wanted to wait and buy Windows 10 so that you cold do a clean install that would be a good alternative.

    What I would do is go to the Asus website and under "Support and Downloads" find the motherboard drivers starting with the chipset driver, then video, audio and ethernet and any others that apply i.e. wireless adapter if that is what you are suing to reach the internet. A bad driver could be failing to shutdown or to use power management and could easily be causing this.

    I could only find the chipset, audio and LAN drivers on the ASUS Support website, so I downloaded them, but after unzipping them I can't figure out how to instal them. When I click on "AsusSetup.exe" I get the message "can't find AsusSetup.ini" even tho it's right there in the same listing.

    Go into the folder you unzipped them in (probably the same folder you downloaded them to) and the setup file for each should be in there if you unzipped them all.
