This not the first time this has happen. Most of the time it would just go away but now it's permanent.

    -Boot up system-

First my team viewer Then says "bitdefender is block internet access (I have uninstalled and the problem still exist) so I close that out

Then I open up teamspeak and I get this pop up error "sprawning server connecting handler"

Then I open chrome and get with all websites "the webpage is down or moved to a new web address"

    Overwolf crashes
    Microsoft .NET crashes
    Steam crashes

so I gave up one day and played minecraft on the alpha launcher and saw servers stats up-to-date. So I loggedin to minecraft and I got on a server. I don't if it's a virus or something to just let java programs through now I'm even more confessed. Plz help

According to Teamspeak this problem can occur, when your operation system does not offer any port for the client.
They use Ephemeral ports ranges for the client > http://en.wikipedia..../Ephemeral_port

Make sure your firewall hasn't blocked all such ports. If you are running a P2P client it will use all available ports.
Lastly the problem may be occurring because a trojan or a bot owns your system. Providing it's not the latter, the
only thing you can do is kill the port hungry applications.

Its working now but I had to reinstall bit defender . It shows nothing blocked on BD's firewall so I guessing its the P2P thing. What are some port hungry programs I need to look for?

Your P2P client is the port hungry software. You need to shut it down.

This problem as started again. It seems it only happens right after I reboot my computer. Is there some kind of program that will show me what ports are being used?

If you click on the Menu button/Start Button and type into the search box MsConfig in the window that opens can you list the programs listed there, or

Under the general tab select selective start up, you should have load system services, and load startup Items checked.
then under the startup tab uncheck any programs you recognise and don't want to run at start up.

    to answer your specific question

    under the tools tab

select resource monitor, then click the launch button.

in the window that opens you will want the network tab
