How may one obtain a clarification as to if Windows CALs are required to be
purchased for a specific situation or not? For example:

*** Does a third party application system (http://www.attask.com/) and the
associated services running on a Windows Server OS, which is accessed by the
Windows Server OS TCP/IP protocol by Windows AD Domain users, require a
Windows Server CAL for each user when the At Task software authentication
does not use (or depend on) MS Windows authentication, per se? ***

The EULAs & FAQs suggest that any protocol or service running in on Windows
server software used in other than an anonymous manner requires CALs:

EULAs & FAQs examined so far include:

  2. It is best to consult your nearest Microsoft sales department.
AFAIUI, CAL's are needed for authenticated sessions. If you need just
anonymous sessions, you could be safe to purchase Windows Server Web
edition. This is supposed to be low cost server solution for up to ten
authenticated sessions (included in a price). We used to build WSUS
appliance solution using Windows Server 2003 Web edition.
