On our network, all users have local administrator rights. Is it possible to
change these local rights into Power User rights trough the group policy?
If not, ís it possible to change the rights into something else trough the
    group policy?

  2. It is possible but not just with GPO.
you need to make a script for that

If you don't know how to.
    try VBSedit
