Can I use Win2003 CA to sign cert of non-domain servers?

    I need to generate certificates for internal servers. Most of the servers
    are not and will never be on the domain. Can I use a Win2003 CA server to
    sign certificates for the servers that are not on the domain?

    Sure.
    Make sure that these non-domain servers trust your CA (import the root CA
    certificate).
    Then issue them a certificate using the Web Enrollment URL.
