Hi Frank. Welcome to Computer Help Forums.

    Step 1
    Restart the computer.

    Step 2
As the computer restarts, keep tapping the “F8” key until the menu for Windows Advanced Option appears.

    Step 3
Select “Disable Automatic Restart on System Failure” from the list and press the “Enter” key.

    Step 4
Restart the computer. The BSoD error message remains on the screen until you manually reboot the computer. Write down the STOP error number and error text that follows the number.

    Post message and Code exactly.

Ok the blue screen says your PC ran into a problem and needs to restart .we're just collecting some error info ,then we'll restart for you

At the bottom of the blue screen there are 4 lots of stop codes similar to this.
Write them down and post the numbers

From the advanced options choose “Disable Automatic Restart on System Failure”and click enter.
Next boot you will have time to copy them down. Be accurate and post them.

Also try "Safe Mode with Networking" click enter.
    Will your computer boot up?

The advent of the UEFI bios and Secure Boot has changed all the ways to repair a computer. Of course what was supposed to be better protection of the user is not only increased issues trying to get the thing to run right.
Frank go here and read slowly and carefully. One way gives you a restore to day 1 deleting all files and data and the other way allows that but with saved files and data. Onece you do this please use the computer carefully with a good up to date antivirus and at least weekly malware scans with something like Malwarebytes.
