My computer (win10) at last look had a download speed of 9.1 mbps, upload speed of 1.77 mbps and a delay of 76 ms. Downloading general data from the internet seemed normal but when I tried to download very small apps from Microsoft store, the downloads take well over an hour! Some are even pending! Many of my past downloads usually take only a few seconds. Does anyone have an idea what causes this? Better still, how can I fix it?

If it's only the one site, maybe the site you're downloading from is having issues. Try again later.

Also... try that site at different times of the day.
You'd be surprised at the difference that can make.

Reference my "Weird Problem" above, I tried to download a simple word pad from the store and it immediately went into "pending"
What is pending? It seems to me that my computer is choked up with other downloads and must wait until there is space to start. Last week, I was playing with Netflix after installing it and soon after my downloads were slowed down due to exceeding my quota. I had the Netflix on only for a few seconds and I think it kept downloading even after I switched it off. On the downloads section of Win Store, I find a number of downloads either trying to operate or pending, I have tried to cancel these without success. Perhaps someone can help me to cancel these which include sites I nothing about, I may have the problem beat.

It certainly sounds as if your ISP is capping your downloads.
Get in touch with them and ask if you are being traffic managed.

What security software is enabled on the system?

How long has it been since the modem router has been rebooted?

What did the ISP tell you?
