    H P desktop, browser Chrome,recently updated to windows 10, no major issues yet,except can't get vimeo to work at all on web sites I visit every morning, youtube netflix work fine

    Have you tried using Internet Explorer or Edge to see if vimeo will work with a different browser?

    No I have not I'm really not interested in re-configuring my system with a new browser,but i will try IE

    I went to Internet Options deleted Google/Chrome changed to Internet Explorer, reboot still no change also one other issue Windows getting started tutorial the video's won't play

    That is a problem I have read about with Windows 10. You need to go to your mfgr website and download any drivers for Windows 10 and always start with the chipset driver first.
