A SmartPhone Charger Plugs into a 120 Volt A.C. Outlet.

The Charger Converts the 120 Volts A.C. to 5. Volts D.C. for the SmartPhone to Charge.

But if You use the USB Port on Your Computer to Charge Your SmartPhone You just Plug the USB Cable from Your SmartPhone Right into the USB Port on Your Computer.

So am I Right the USB Ports on Your Computer are putting out D.C. or do I have this incorrect?

You are correct. USB ports by definition output 5V DC. A computer should be able to supply up to 500 mA. So that's 2.5 W. I prefer to charge my cell phone with my computer because it'll do it slower than the charger that came with your phone. Therefore the batteries don't get as hot during the charge period. It takes longer to charge because it's charging using less current.
