Static on Cell Phone Call

I am curious as to whether anyone has experienced this. My brother has Consumer Cellular cell phone and I have Verizon land line. He calls me from NC and I live in Pennsylvania. Whenever he calls me and talks loud I hear a loud static noise. I don't recall ever hearing anything like this on any other phone call I have ever received. Does anyone have a possible explanation for this? Is it the phone, the distance, the devices, or what. Maybe he is just talking too loudly. I have asked him to call himself with cell phone to his land line and see if it happens locally. But so far he has not done so. Anyone have any answers for this?
