SETTINGS WILL NOT WORK

I used to be able to start a web page and click the 3 dots at top R corner and click settings so I could view passwords, etc. Now it won't work and I do not know why or what to do. Now it goes to Syncing and says "Turn Off". Like it is ALREADY off. What if anything can I do about this? How do I get Settings option to work? Wouls a quick restore fix it? Never had this happen. Any suggestions on what I can do or try? I am afraid someone is hacking into my computer. Any suggestions??? Occasionally this screen appears that says Syncing but then it would return to how it was. All the buttons are turned on except the Reading List. I cannot view settings list. Can anyone help?
